Horn Breaks Campaign Finance Laws

Uses Tax-Exempt Organizations to Raise Campaign Cash

(Concord)  Hillsboro Republican Grant Bosse today criticized rival Jennifer Horn for using tax-exempt organizations to raise campaign funds.  Horn is having Daveed Gartenstein-Ross, Vice President of the Foundation for Defense of Democracies and Co-Chairman of the Counterterrorism Foundation, headline a political fundraiser for her campaign next week.  Both organizations are tax-exempt and barred from participating in political campaigns.

“Jennifer Horn either doesn’t know the law, or she doesn’t care.  One week from tonight, she has scheduled a fundraiser featuring a staff member and officer of a tax-exempt organization,” Bosse said.  “Jennifer Horn needs to cancel this event, and find another way to raise money for her campaign.”

The Foundation for Defense of Democracies is a nonpartisan policy institute dedicated to promoting pluralism, defending democratic values, and fighting the ideologies that drive terrorism.  The Counterterrorism Foundation (CTF) supports the Counterterrorism Blog and education panels across the country.  Both are recognized as 501(c)(3) tax-exempt organizations.

IRS rules clearly state that “all 501(c)(3) organizations are absolutely prohibited from directly or indirectly participating in, or intervening on, any political campaign…”  A recent letter from Steven Miller, Commissioner of the IRS Tax-Exempt and Government Entities Division made this prohibition crystal-clear.  “Thus, under federal law tax-exempt charitable organizations are prohibited from endorsing any candidates, making donations to their campaigns, engaging in fund-raising, distributing statements, or becoming involved in any other activities that may be beneficial or detrimental to any candidate.”

“Jennifer Horn has shown contempt for her opponents and the voters of New Hampshire, and tried to launch her political career by attacking those of us who have worked to bring the Republican Party back to its basic principles,” Bosse added.  “Now she’s trying to revive her crumbling campaign by breaking the law.”
