CONCORD -- 2nd Congressional District Grant Bosse (R-Hillsboro) laid-out three steps he would take to reform congressional "franking privileges."
The "franking privilege" allows U.S. House members to send free mailings to constituents and must be seen by a bi-partisan congressional committee before being mailed.
Bosse contends the reforms are needed after it was reported that U.S. Rep. Paul Hodes (D-Concord) has spent $130,000 on the free mailers sent to constituents in the 2nd Congressional District.
"Just because it's legal doesn't make it right," Bosse said.
"The congressman is proud of his commitment to stay in touch with the people he represents," said Hodes Communications Director Mark Bergman. "He remains active in holding town halls and meeting people around the district from Berlin to Nashua."
Bergman added that Hodes attended a town hall meeting this past weekend in Plymouth and would be introducing legislation to increase the gas mileage reimbursement for veterans.
Bosse's plan would prohibit unsolicited mass mailings, require all mass mailings to include the cost of the mailer on the literature and prevent tax dollars from being sent to political parties.
"These are three simple rules to win back the public trust."
Bosse added that Hodes use of the franking privilege had "gone over the line."
"When you have everyone from The Keene Sentinel to The Union Leader criticizing you, you've probably gone over the line."

Perhaps Bosse should concentrate on the massive waste of taxpayer funds called the War in Iraq rather than mailings that amount to $0.20 per person in NH-2.
