Nobody ran for the position. It is always filled by the party chair. Ray has stated, and I believe him, that he offered that position to Kathy more than a year ago. It was offered before any candidates had declared or endorsements were given. As outgoing chair of the party, Kathy seemed the obvious choice to fill this spot.
